Whereas former Chief Judge of the Oregon Court of Appeals
George Manley Joseph died June 23, 2003, at 72 years of age; and
Whereas George Manley Joseph graduated from Reed College in
Portland, from which he received a distinguished service award in
2001 after serving on the Board of Trustees and as president of
the alumni association; and
Whereas George Manley Joseph served as a deputy district
attorney and Multnomah County Counsel; and
Whereas George Manley Joseph served on the Oregon Court of
Appeals from 1977 to 1992, the last 12 years as Chief Judge; and
Whereas George Manley Joseph adhered to the highest ethical
standards, particularly in his fidelity to intellectual
integrity, and demanded that attorneys appearing before him
demonstrate the highest standards of professionalism; and
Whereas George Manley Joseph earned national stature as a
jurist, chairing the National Council of Chief Judges of Courts
of Appeal in 1985; and
Whereas George Manley Joseph volunteered many hours in support
of causes that have not always enjoyed wide popularity among
members of the bar and public, including civil rights and legal
services for the indigent, receiving for his efforts the Oregon
State Bar's 2002 Affirmative Action Award; and
Whereas George Manley Joseph served on many worthy law-related
committees and organizations, including the Oregon Board of Bar
Examiners, the Oregon Commission on the Judicial Branch and the
Multnomah County Bar Association Committee on Equality in the
Legal Profession; and
Whereas George Manley Joseph served as a mentor to many young
attorneys, aiding their professional development; and
Whereas the Oregon State Bar held George Manley Joseph in high
esteem, as demonstrated by the bar's awarding him its highest
honor, the Award of Merit, in 1999; and
Whereas George Manley Joseph served on the Board of Visitors of
the Oriental Institute of the University of Chicago; and
Whereas George Manley Joseph showed great strength of character
to overcome a lifetime of physical adversity caused by polio; and

Whereas the physical challenges he faced inspired George Manley
Joseph to help others with physical challenges, contributing his
time and support to the Easter Seals Foundation and the
Portland/Metro Post-Polio Society, through which he performed
valuable services to persons in the rural areas of Oregon; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-second Legislative
Assembly, mourn the passing of former Chief Judge George Manley
Joseph, extend our condolences to his family and express our
sincere appreciation for his keen intellect, high standards of
ethics and generous help for others; and be it further
Resolved, That a copy of this resolution be presented to his
wife, Elizabeth, and to his children, Kate Joseph, Amy Elizabeth
Joseph Pedersen, Abigail Serena Lord Joseph-Harrington, Benjamin
Manley Joseph and Jonathan Lyle Herndon Joseph, as an expression
of the esteem in which we hold the memory of former Chief Judge
George Manley Joseph.
