To the members of the Oregon Congressional Delegation:
  We, your memorialists, the Seventy-second Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas Tillamook Bay communities boast an ever-growing and
diverse array of businesses that support local artists, builders,
fishermen, manufacturers of internationally renowned products and
the restaurant and tourism industries; and
  Whereas the Tillamook Bay jetties protect the Tillamook Bay
wildlife and ecosystems, as well as commercial and governmental
interests, from common natural disasters; and
  Whereas Tillamook Bay communities depend upon the Tillamook Bay
jetties to protect commercial and recreational fishing boats and
dock facilities; and
  Whereas the small ports along the Oregon Coast are the
lifeblood of coastal communities, and the jetties that protect
Tillamook Bay are critical to flood control, the fishing
industry, recreation and tourism; and
  Whereas large storms over the past several years have caused
heavy erosion between the jetties and the shoreline of Tillamook
Bay; and
  Whereas failure of the jetties would cause serious threats to
navigation, public safety and public and private property; and
  Whereas the United States Army Corps of Engineers has
undertaken a major maintenance report to study and design a
program of jetty repair; and
  Whereas the deterioration of the South Jetty may cause a
serious threat to naval safety, and the heavy erosion on the
north side of the North Jetty could cause a breach of the jetty
in the future; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  (1) The Oregon Congressional Delegation is respectfully
requested to urge Congress to fund the Port of Garibaldi's
request for $8 million in federal fiscal year 2004 to begin
repairing the damage to the Tillamook Bay jetties by fixing the
deterioration of the South Jetty and by building up the revetment
on the North Jetty to connect it to the shore and stem the
erosion.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
