SUMMARY

brief statement of the essential features of the measure as
introduced.
Creates joint interim task force to study regionalization of
land use planning.
JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
Oregon:
(1) There is created the Joint Interim Land Use Planning
Regionalization Task Force consisting of 15 members. The members
of the task force shall be:
(a) Two members of the Senate appointed by the President of the
Senate;
(b) Three members of the House of Representatives appointed by
the Speaker of the House of Representatives;
(c) One individual representing Oregon cities appointed by the
President of the Senate;
(d) One individual representing Oregon cities appointed by the
Speaker of the House of Representatives;
(e) One individual representing Oregon counties appointed by
the President of the Senate;
(f) One individual representing Oregon counties appointed by
the Speaker of the House of Representatives;
(g) One individual representing special districts appointed by
the President of the Senate;
(h) One individual representing ports appointed by the Speaker
of the House of Representatives;
(i) One individual representing natural resource organizations
appointed by the President of the Senate;
(j) One individual representing agricultural land users
appointed by the Speaker of the House of Representatives;
(k) One individual representing developers appointed by the
President of the Senate; and
(L) One individual representing the Department of Land
Conservation and Development appointed by the President of the
Senate.
(2)(a) All appointments shall be completed 30 days following
adjournment sine die of the regular session of the Seventy-second
Legislative Assembly or September 30, 2003, whichever is later.
The task force shall have its first meeting 45 days following
adjournment sine die of the regular session of the Seventy-second
Legislative Assembly or November 30, 2003, whichever is later.
(b) The task force shall elect a member as chairperson.
(3) The task force shall study and make recommendations
regarding opportunities to increase regionalization of statewide
land use planning statutes, goals, policies and procedures to
increase responsiveness of the land use planning process to
regional and local needs and circumstances.
(4) The appointing authorities, in consultation with the task
force chair-person, shall develop a work plan consisting of a
list of subjects for study by the task force. The chairperson
shall file the work plan developed for the task force with the
Legislative Administrator. The work plan may be modified by the
appointing authorities after consultation with the task force
chairperson.
(5) Except as otherwise provided in this resolution, the task
force is subject to the provisions of ORS 171.605 to 171.635 and
has the authority contained in ORS 171.505 and 171.510.
(6) The Legislative Administration Committee shall provide
staff necessary to assist the task force to perform its
functions. The Legislative Administrator may employ persons
necessary to assist the task force to perform its functions and
shall fix the duties and amount of compensation of these
employees. The task force shall use the services of permanent
legislative staff to the greatest extent practicable.
(7) Members of the Legislative Assembly appointed to the task
force shall be entitled to an allowance as authorized by ORS
171.072 from funds appropriated to the Legislative Assembly.
Other members of the task force are entitled to compensation and
expenses under ORS 292.495. Claims for compensation and expenses
incurred in performing functions of the task force shall be paid
out of funds appropriated to the Legislative Assembly for that
purpose.
(8) All agencies, departments and officers of this state are
directed to assist the task force in the performance of its
functions and to furnish, to the extent permitted by laws
relating to confidentiality, such information and advice as the
members of the task force consider necessary to perform their
functions.
(9) Official action by the task force requires the approval of
a majority of the members of the task force.
(10) The task force may presession file legislation in the
manner provided in ORS 171.130 for interim committees. All
legislation recommended by official action of the task force must
indicate that it is introduced at the request of the task force.
(11) Subject to the approval of the Emergency Board, the task
force may accept contributions of funds and assistance from the
United States Government, its agencies, or from any source,
public or private, and agree to conditions thereon not
inconsistent with the purposes of the task force. All such funds
are to aid in financing the functions of the task force and shall
be deposited in the General Fund of the State Treasury to the
credit of a separate account for the task force and shall be
disbursed for the purpose for which contributed in the same
manner as funds appropriated for the task force.
