                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Proposes revision to Oregon Constitution to require Legislative
Assembly to give at least 24 hours' notice of public hearing and
opportunity for witness to testify for at least two minutes at
hearing and to establish joint committee to consider and report
bills containing appropriations or limitations on expenditures.
  Refers proposed revision to people for their approval or
rejection at next primary election.
 
                        JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
  Oregon, two-thirds of all the members of each house concurring:
  PARAGRAPH 1. Section 14, Article IV of the Constitution of the
State of Oregon, is revised to read:
   { +  Sec. 14. + }  { + (1) + } The deliberations of each
house, of committees of each house or joint committees and of
committees of the whole, shall be open.
   { +  (2) The committees of each house and joint committees
shall give:
  (a) Reasonable notice to the public of the time, place and
subject of a public hearing on a legislative measure at least 24
hours before the hearing; and
  (b) Every person who attends a public hearing on a legislative
measure the opportunity to testify for at least two minutes.
  (3) The houses jointly shall establish one joint committee for
the consideration and reporting of all bills containing
appropriations or limitations on expenditures.
  (4) + } Each house shall adopt rules to implement the
requirement of this section and the houses jointly shall adopt
rules to implement the requirements of this section in any joint
activity that the two houses may undertake.
 
  PARAGRAPH 2.  { + The revision proposed by this resolution
shall be submitted to the people for their approval or rejection
at the next primary election. + }
