                      HOUSE MINORITY REPORT
                          AMENDMENTS TO
                        HOUSE MEMORIAL 5

Speaker Minnis:
  A minority of your Committee on General Government, to whom was
referred House Memorial 5, having had the same under
consideration, respectfully reports it back with the
recommendation that it be adopted with the following amendments:
 
  Delete line 2 of the printed memorial and insert:
' To the Senate and the House of Representatives of the United
States of America, in Congress assembled:'.
  Delete lines 5 through 21 and insert:
  ' Whereas middle-class Americans represent the vast majority of
taxpayers; and
  ' Whereas leading economists have concluded that income tax
relief for the middle class is a far more effective economic
stimulus than any other kind of tax cut; and
  ' Whereas Oregon's economy continues to suffer a prolonged
downturn that has placed Oregon near the top in the ranking of
states for unemployment and hunger; and
  ' Whereas over the past two decades the tax burden has shifted
disproportionately onto the backs of middle-class Oregonians;
now,'.
  Delete lines 24 and 25 and insert:
  ' (1) The Congress of the United States of America is
respectfully requested to reduce federal income taxes for
middle-class taxpayers by at least 10 percent.'.
