To the United States Senators in the Oregon Congressional
  Delegation:
  We, your memorialists, the House of Representatives of the
State of Oregon, in legislative session assembled, respectfully
represent as follows:
  Whereas on May 9, 2001, President George W. Bush nominated
Miguel A. Estrada to fill a vacancy on the United States Court of
Appeals for the District of Columbia Circuit; and
  Whereas the high quality of Miguel A. Estrada's credentials is
uncontested, beginning with his mastery of the English language
and American culture following his immigration from Honduras and
his graduations magna cum laude from Columbia University and
Harvard Law School; and
  Whereas over two years have passed without the nomination of
Miguel A. Estrada coming to a vote; and
  Whereas the United States Senate Committee on the Judiciary
issued a favorable report on the nomination, sending it to the
Senate floor, but because of partisan politics, Democratic
Senators threaten to filibuster the vote; and
  Whereas Miguel A. Estrada has received support from both
liberal and conservative colleagues who attest that he is one of
the most brilliant and effective appellate lawyers in the
country; and
  Whereas organizations that support the nomination of Miguel A.
Estrada include the League of United Latin American Citizens, the
United States Hispanic Chamber of Commerce, the Hispanic National
Bar Association, the Hispanic Business Roundtable and The Latino
Coalition; and
  Whereas Miguel A. Estrada would be the first Hispanic to sit on
the United States Court of Appeals for the District of Columbia
Circuit, an important and prestigious position in the nation's
judicial system; now, therefore,
 
Be It Resolved by the House of Representatives of the State of
  Oregon:
 
  (1) Oregon's United States Senators are respectfully urged to
work to allow a vote on the floor of the United States Senate on
the nomination of Miguel A. Estrada to the United States Court of
Appeals for the District of Columbia Circuit.
  (2) A copy of this memorial shall be sent to the United States
Senators in the Oregon Congressional Delegation.
