  On page 1 of the printed bill, lines 26 through 28, restore the
bracketed material and delete the boldfaced material.
  After line 28, insert:
  ' (2) To defray costs incurred by the Secretary of State in
offering notary public education courses under section 5 of this
2003 Act, each applicant for appointment as a notary public shall
pay in advance to the Secretary of State a nonrefundable fee not
to exceed $5. The fee must be paid at the time the application
fee described in subsection (1) of this section is paid.'.
  In line 29, delete '(2)' and insert '(3)' and delete '
subsection (1) of'.
