semicolon insert 'creating new provisions;'.
  On page 2, line 45, delete 'appropri-' and insert '
contributions, administrative charges,'.
  On page 3, line 1, delete 'ations,'.
  After line 4, insert:

Commission shall transfer to the Aspire Program Fund established
in ORS 348.570 any moneys the commission received for the Aspire
