                             SUMMARY

  Creates crime of unlawful imprisonment. Punishes by maximum of
five years' imprisonment, $100,000 fine, or both.
 
                        A BILL FOR AN ACT
Relating to crime.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) A person commits the crime of unlawful
imprisonment if, with intent to interfere substantially with
another person's liberty, the person knowingly confines the other
person without the other person's consent or without legal
authority.
  (2) Unlawful imprisonment is a Class C felony.
  (3) The Oregon Criminal Justice Commission shall classify
unlawful imprisonment as a person felony and crime category 5 of
the sentencing guidelines grid of the commission.
  (4) Notwithstanding subsection (3) of this section, the
commission shall classify unlawful imprisonment as a person
felony and crime category 6 of the sentencing guidelines grid of
the commission if, during the period of confinement, the person:
  (a) Was armed with a dangerous or deadly weapon; or
  (b) Recklessly caused physical injury to the other person. + }
