declaring an emergency'.
  In line 19, delete 'or'.
  In line 20, delete '16' and insert '15' and after ' 1946'
insert ', or between June 25, 1950, and January 31, 1955'.
  After line 22, insert:
  '  { +  SECTION 2. + }  { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
