restore the bracketed material.
  In line 23, before the first 'The' begin a new paragraph and
insert '(2)'.
  On page 2, line 1, delete '(4)' and insert '(3)' and restore
the bracketed material and delete the boldfaced material.
  In line 2, delete the boldfaced material.
  After line 5, insert:
  '  { +  SECTION 3. + }  { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
