AN ACT
Relating to transportation finance; amending ORS 825.454 and
826.023; repealing section 21, chapter ___, Oregon Laws 2003
(Enrolled House Bill 2148); and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 825.454 is amended to read:
825.454. (1) The Department of Transportation, in the
discretion of the department, may require the use of
identification devices, such as cab cards, stamps or carrier
identification numbers, to identify and be carried with or placed
upon each motor vehicle authorized to be operated in Oregon
subject to the provisions of this chapter. The form of any
identification device and the method for its use shall be
determined by the department.
(2) Notwithstanding any other provision in this chapter, the
department may require applications for identification devices to
be made annually and may require each carrier holding or
obtaining a permit under this chapter to pay to the department a
fee of not to exceed { - $5 - } { + $8 + } for each device
issued on an annual basis.
SECTION 2. ORS 826.023 is amended to read:
826.023. (1) The fee for issuance of a { - new, - }
duplicate or replacement registration card is { - $5 - } { +
$2.50 + }.
(2) The fee for issuance of each original, replacement or
duplicate registration plate is { - $7.50 - } { + $2.50 and
includes a registration card and sticker + }.
(3) The fee for renewal of a registration plate is
{ - $7.50 - } { + $2.50 and includes a registration card and
sticker + }.
(4) The fee for issuance of replacement registration stickers
is { - $7.50 - } { + $2.50 + }.
(5) If a second plate is required for one vehicle, the fee for
the plate or for a sticker for the plate is $2.50.
{ - (6) The fee paid under subsection (2), (3) or (4) of this
section includes the cost of any duplicate or replacement
registration card issued. - }
SECTION 3. { + If House Bill 2148 becomes law, section 21,
chapter ___, Oregon Laws 2003 (Enrolled House Bill 2148), is
repealed. + }
SECTION 4. { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency

is declared to exist, and this 2003 Act takes effect on its
passage. + }
