                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
 
  Requires Director of Department of Consumer and Business
Services to establish pilot project to provide education and
training on long term care and retirement planning.
  Sunsets December 31, 2005.
 
                        A BILL FOR AN ACT
Relating to long term care; and appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Director of the Department of Consumer
and Business Services shall establish and conduct a pilot project
to provide education and training on long term care and
retirement planning for Oregon residents. The purpose of the
pilot project is to assist residents served by the project in
making educated retirement and long term care decisions. The
director shall determine the geographic area in which the pilot
project will be conducted.
  (2) The project must include but is not limited to the
following activities:
  (a) Coordinating with public and private employers to make
information available to employees and to assist the employers
and employees in incorporating retirement and long term care
planning into wage and savings decisions;
  (b) Developing and distributing information explaining the
benefits and disadvantages of long term care insurance; and
  (c) Developing and distributing information on the benefits and
disadvantages of using a reverse mortgage to finance long term
care.
  (3) The Director of Human Services shall provide assistance as
requested by the Director of the Department of Consumer and
Business Services in the implementation of the pilot project.
  (4) The Director of the Department of Consumer and Business
Services shall prepare and submit a report on the status and
effectiveness of the pilot project to the Governor and to the
Seventy-third Legislative Assembly in the manner provided in ORS
192.245 no later than January 15, 2005. + }
  SECTION 2.  { + There is appropriated to the Department of
Consumer and Business Services, for the biennium beginning July
1, 2003, out of the General Fund, the amount of $___ for the
 
purpose of establishing the pilot project described in section 1
of this 2003 Act. + }
  SECTION 3.  { + Section 1 of this 2003 Act is repealed December
31, 2005. + }
