                      SENATE AMENDMENTS TO

  After line 24 of the printed bill, insert:
  '  { +  SECTION 3. + }  { + (1) The Department of Human
Services shall seek funding to implement the provisions of
sections 1 and 2 of this 2003 Act. The department may accept
gifts, donations and grants from whatever source for the purpose
of implementing the provisions of sections 1 and 2 of this 2003
Act and for carrying out its responsibilities under those
sections.
  ' (2) On the effective date of this 2003 Act, the department
may begin taking steps to implement the provisions of sections 1
and 2 of this 2003 Act, but is not required to expend moneys to
do so unless moneys become available as authorized under
subsection (1) of this section. + } ' .
