                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
 
  Establishes statewide Healthy Workplace Recognition Program in
office of Governor. Requires Department of Human Services to
conduct survey of availability of health and wellness
information.  Instructs department to report results of survey to
Legislative Assembly. { +  Allows department to accept gifts,
donations and grants to fund implementation of program and

                        A BILL FOR AN ACT
Relating to health promotion.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) There is created a statewide Healthy
Workplace Recognition Program in the office of the Governor to
recognize those workplaces in Oregon that have implemented
policies to promote health and prevent illness of employees.
  (2) Recognition awards shall be made on the basis of the degree
to which a workplace has implemented physical activity, good
nutrition, disease prevention, chronic disease management and
health promotion activities and programs. Criteria for successful
health promotion programs shall be developed by the office of the
Governor after consultation with members of the business
community, public employers and health professionals.
  (3) The office of the Governor shall promote successful
programs by disseminating information about the programs selected
for recognition to the employers and employees in Oregon. + }
  SECTION 2.  { + (1) The Department of Human Services shall
conduct a survey of the availability of appropriate information
to the people of Oregon about health and wellness promotion. The
survey shall identify geographic regions in the state where there
is effective dissemination of such information and regions where
there are gaps in the availability of such information. The
department shall determine what forms of information
dissemination are most effective to provide health and wellness
information and make recommendations for providing this
information to areas where gaps exist.
 
  (2) The department shall report the findings of the survey
authorized by subsection (1) of this section to the Legislative
Assembly no later than January 31, 2005. The report shall be made
in the manner required by ORS 192.245. + }
  SECTION 3.  { + (1) The Department of Human Services shall seek
funding to implement the provisions of sections 1 and 2 of this
2003 Act. The department may accept gifts, donations and grants
from whatever source for the purpose of implementing the
provisions of sections 1 and 2 of this 2003 Act and for carrying
out its responsibilities under those sections.
  (2) On the effective date of this 2003 Act, the department may
begin taking steps to implement the provisions of sections 1 and
2 of this 2003 Act, but is not required to expend moneys to do so
unless moneys become available as authorized under subsection (1)
of this section. + }
