  On page 1 of the printed bill, line 5, delete '11' and insert
'12'.
  Delete lines 6 through 16 and insert:
  ' (a) The President of the Senate and the Speaker of the House
of Representatives shall jointly appoint two members from among
the members of the Senate or the House of Representatives.
  ' (b) The Governor shall appoint nine members:
  ' (A) Three members to represent agriculture.
  ' (B) Three members to represent water suppliers and
hydroelectric users.
  ' (C) Two members to represent conservation and environmental
interests.
  ' (D) One member to represent tribal interests.'.
  In line 17, delete '(d)' and insert '(c)' and after ' one'
insert 'nonvoting'.
  On page 2, line 10, delete 'four' and insert 'two'.
