brief statement of the essential features of the measure as
introduced.
 
  Directs public libraries to install filtering software on
computer terminals that provide access to Internet in children's
areas or near children's areas.
 
                        A BILL FOR AN ACT
Relating to public libraries.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2003 Act is added to and made
a part of ORS 357.400 to 357.621. + }
  SECTION 2.  { + (1) As used in this section, 'offensive
material' includes but is not limited to adult-oriented, sexually
explicit Internet sites.
  (2) A public library shall provide filtering software that
blocks, to the extent technically possible, access to offensive
material on any computer terminal that provides access to the
Internet and is located in a children's area of the public
library.
  (3) If a public library does not provide access to the Internet
on a computer terminal in the children's area of the public
library, the public library shall provide filtering software that
blocks, to the extent technically possible, access to offensive
material on the terminal located closest to the children's area.
  (4) Public library staff may not monitor the use of the
computer terminals that provide Internet access in the library
except as provided in library policy.
  (5) A public library may not allow a child who is under 18
years of age access to a computer terminal that provides
unrestricted access to the Internet unless a parent or guardian
of the child has authorized the use of the terminal. + }
