Requires state institution of higher education to provide debt
and credit card education program as part of orientation
activities required for new students.
Prohibits state institution of higher education from selling
personal information about individual who is or has been enrolled
in institution.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to higher education students; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Sections 2 and 3 of this 2003 Act are added to
and made a part of ORS chapter 351. + }
SECTION 2. { + (1) Each state institution of higher education
shall provide a debt and credit card education program as part of
the orientation activities required for new students.
(2) The State Board of Higher Education shall adopt by rule the
minimum content requirements of a debt and credit card education
program provided by a state institution of higher education under
this section. The board shall consider materials and services
supplied by nonprofit organizations when determining the content
of a program required under this section.
(3) A state institution of higher education shall use, to the
extent practicable, materials and services supplied by nonprofit
organizations when providing a program required under this
section. + }
SECTION 3. { + The State Board of Higher Education by rule
shall prohibit a state institution of higher education from
selling the name, address or telephone number of an individual
who is or has been enrolled at the state institution of higher
education. + }
SECTION 4. { + (1) Section 2 of this 2003 Act first applies to
orientation activities in the 2003-2004 school year.
(2) Section 3 of this 2003 Act applies to sales of individual
information on or after the effective date of this 2003 Act. + }
SECTION 5. { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect on its
passage. + }
