  In line 2 of the printed bill, after the semicolon insert '
appropriating money;'.
  Delete lines 4 through 7 and insert:
  '  { +  SECTION 1. + }  { + In addition to and not in lieu of
any other appropriation, there is appropriated to the Department
of Education, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $200,000, for the purpose of funding
teacher training that assists teachers in meeting the learning
needs of talented and gifted students. + } ' .
