                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
 
  Dedicates portion of certain federal funds to teacher training
that assists teachers in meeting learning needs of talented and
gifted students.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to teacher training; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + From the moneys received by the Department of
Education during the 2003-2005 biennium as federal grants under
Title II, Part A of the No Child Left Behind Act of 2001, the
department shall dedicate $1.5 million to teacher training that
assists teachers in meeting the learning needs of talented and
gifted students. + }
  SECTION 2.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
