SUMMARY
The following summary is not prepared by the sponsors of the

consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.
Directs Department of Education to award grants to school
districts and public charter schools to improve participation by
Oregon students in advanced placement program.
Appropriates moneys from General Fund to department for grants.
Sunsets grant program on July 1, 2005.
Declares emergency, effective July 1, 2003.
A BILL FOR AN ACT
Relating to advanced placement program; appropriating money; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) In addition to those moneys distributed to
school districts through the State School Fund, for the biennium
beginning July 1, 2003, the Department of Education shall award
grants to school districts and public charter schools to improve
participation by students in the advanced placement program.
(2) Each school district and public charter school may apply
for a grant under this section.
(3) Any school district or public charter school that receives
grant funds under this section shall use the funds to:
(a) Assist students in paying fees for advanced placement
exams;
(b) Fund teacher training related to the advanced placement
program;
(c) Purchase support materials related to the advanced
placement program; and
(d) Purchase laboratory equipment or any other essential
equipment for a class that is part of the advanced placement
program.
(4) The State Board of Education shall adopt rules necessary
for the administration of this section, including establishing
grant amounts and criteria for awarding grants. + }
SECTION 2. { + There is appropriated to the Department of
Education, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $550,000 for the purpose of awarding
grants to school districts and public charter schools under
section 1 of this 2003 Act. + }
SECTION 3. { + Section 1 of this 2003 Act is repealed on July
1, 2005. + }
SECTION 4. { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
