3' and insert 'Section 2' and delete 'are' and insert ' is'.
  In line 8, delete '$18 million' and insert '$20 million'.
  Delete line 12 and insert:
  ' (c) The firm was precertified on or after January 1, 2000,
and before January 1, 2001.'.
  Delete lines 26 through 28.
  On page 2, delete lines 1 through 9 and insert:
  '  { +  SECTION 3. + }  { + Section 2 of this 2003 Act is
repealed December 31, 2007. + } ' .
  In line 10, delete '5' and insert '4'.
