there is a state 'on' indicator, as defined in ORS 657.321 (3)'.
  On page 3, line 25, delete 'June 26, 2004' and insert '
February 14, 2004'.
  In line 28, delete 'June 26, 2004' and insert 'February 14,
2004'.
