  Allows City of North Plains to decide whether to include any
land across freeway in its urban growth boundary.
 
                        A BILL FOR AN ACT
Relating to priority of land to be included within certain urban
  growth boundary.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Notwithstanding ORS 197.298, any land use
planning goals adopted under ORS 197.225 or any rules adopted
thereunder, the City of North Plains may elect not to include
within its urban growth boundary any land located across a
freeway, as defined in ORS 377.710, from its existing urban
growth boundary. + }
