                             AN ACT
 
 
Relating to the financial administration of the State Department
  of Agriculture; appropriating money; limiting expenditures; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + (1) There is appropriated to the State
Department of Agriculture, for the biennium beginning July 1,
2003, out of the General Fund, the amount of $11,549,410 for
agency operations.
  (2) For purposes of subsection (1) of this section, 'agency
operations' includes, but is not limited to, entertainment for
the purpose of furthering economic development. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $52,468,224 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, and including federal funds for contract
services, collected or received by the State Department of
Agriculture, for agency operations. + }
  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $7,985,327 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from lottery moneys allocated from the Parks and
Natural Resources Fund to the State Department of Agriculture for
the Oregon Plan to be used for salmon and watershed
activities. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the amount of $4,939,936 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the State
Department of Agriculture. + }
  SECTION 5.  { + Notwithstanding any other law limiting
expenditures, the amount of $34,000 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from lottery moneys allocated from the Administrative
Services Economic Development Fund to the State Department of
Agriculture for deposit in the County Fair Account established by
ORS 565.445 to support county fairs. + }

  SECTION 6.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
