                             AN ACT
 
 
Relating to the financial administration of the Employment
  Department; appropriating money; limiting expenditures; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + There is appropriated to the Employment
Department, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $3,534,025. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $94,529,522 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, and including federal funds from the Reed
Act (42 U.S.C. 1103), collected or received by the Employment
Department. + }
  SECTION 3.  { + There is appropriated to the Employment
Department, for the biennium beginning July 1, 2003, out of the
funds made available to this state on March 13, 2002, under
section 903(d) of the Social Security Act (42 U.S.C. 1103(d)), as
amended, the amount of $16,401,776 to be used under the direction
of the Employment Department for the purposes of administering
unemployment compensation law and public employment offices. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the following amounts are established for the
biennium beginning July 1, 2003, as the maximum limits for
payment of expenses from federal funds collected or received by
the Employment Department: + }

  SECTION 5.  { + For the biennium beginning July 1, 2003,
expenditures by the Employment Department for unemployment
insurance claims and for purposes of carrying out the federal
Trade Act are not limited. + }
  SECTION 6.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
