brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys from General Fund to State Department of
Geology and Mineral Industries for biennial operations.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by department.
  Excludes from expenditure limitation purchases of essential
services to clean up lands following default of performance bonds
or alternative securities for mined lands and deep oil, gas and
geothermal wells.
  Limits biennial expenditures of department from federal funds.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the State Department
  of Geology and Mineral Industries; appropriating money;
  limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the State Department
of Geology and Mineral Industries, for the biennium beginning
July 1, 2003, out of the General Fund, the amount of $3,118,727
for operations. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $2,877,181 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the State Department of Geology
and Mineral Industries. + }
  SECTION 3.  { + For the biennium beginning July 1, 2003,
expenditures for purchases of essential services to clean up
lands following default of performance bonds or alternative
securities for mined lands and deep oil, gas and geothermal wells
are not limited. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the amount of $2,029,359 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the State
Department of Geology and Mineral Industries. + }
  SECTION 5.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
