brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys from General Fund to Judicial Department
for biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by department.
  Excludes from expenditure limitation expenditures from amounts
waived by jurors or for payment of credit card fees or collection
costs.
  Limits biennial expenditures of department from federal funds.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Judicial
  Department; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Judicial
Department, for the biennium beginning July 1, 2003, out of the
General Fund, the following amounts to be used for payment of
expenses of the Supreme Court, Court of Appeals, Oregon Tax
Court, State Court Administrator and Trial Court Operations: + }

  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $22,756,426 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Judicial Department. + }
  SECTION 3.  { + For the biennium beginning July 1, 2003,
expenditures from amounts waived by jurors in accordance with ORS
10.075 (3) and expenditures for payment of credit card fees or
collection costs paid to the Department of Revenue or private
collection agencies are not limited. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the amount of $1,556,977 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the
Judicial Department. + }
  SECTION 5.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
