brief statement of the essential features of the measure.
 
  Appropriates moneys from General Fund to Department of Justice
for biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by department.
  Limits biennial expenditures of department from federal funds.
  Excludes from expenditure limitation Criminal Injuries
Compensation Account and Criminal Justice Revolving Account.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Department of
  Justice; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of
Justice, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $31,783,775. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $136,892,569 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Department of Justice. + }
  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $86,402,948 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the
Department of Justice. + }
  SECTION 4.  { + For the biennium beginning July 1, 2003,
expenditures, except expenditures for administrative expenses,
from the Criminal Injuries Compensation Account are not
limited. + }
  SECTION 5.  { + For the biennium beginning July 1, 2003,
expenditures from the Criminal Justice Revolving Account are not
limited. + }
  SECTION 6.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
