brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys from General Fund to Bureau of Labor and
Industries for biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by bureau.
  Excludes from expenditure limitation wage claim payments from
Wage Security Fund.
  Limits biennial expenditures of bureau from federal funds.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Bureau of Labor
  and Industries; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Bureau of Labor
and Industries, for the biennium beginning July 1, 2003, out of
the General Fund, the amount of $11,672,962. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $4,654,595 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Bureau of Labor and
Industries. + }
  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $439,128 is established for the
biennium beginning July 1, 2003, as the maximum limit for the
Bureau of Labor and Industries for the payment of administrative
expenses from the Wage Security Fund. + }
  SECTION 4.  { + For the biennium beginning July 1, 2003,
expenditures for wage claim payments from the Wage Security Fund
are not limited. + }
  SECTION 5.  { + Notwithstanding any other law limiting
expenditures, the amount of $1,400,120 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the
Bureau of Labor and Industries. + }
  SECTION 6.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
