SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Appropriates moneys from General Fund to legislative branch
agencies of Legislative Administration Committee, Legislative
Assembly, Legislative Counsel Committee, Legislative Fiscal
Officer, Legislative Revenue Officer and Commission on Indian
Services for biennial expenses.
Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by legislative
branch agencies.
Excludes from expenditure limitation expenditures for Lounge
Revolving Account, Stores Revolving Account, supplies for resale,
legislative publications and printing and distribution of Oregon
Revised Statutes.
Declares emergency, effective July 1, 2003.
A BILL FOR AN ACT
Relating to the financial administration of the legislative
branch agencies; appropriating money; limiting expenditures;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + There are appropriated to the Legislative
Administration Committee, for the biennium beginning July 1,
2003, out of the General Fund, the following amounts for the
expenses of the Legislative Administration Committee, which may
be expended for the following purposes: + }

SECTION 2. { + Notwithstanding any other law limiting
expenditures, the amount of $2,086,861 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Administration
Committee. + }
SECTION 3. { + For the biennium beginning July 1, 2003,
expenditures for the Stores Revolving Account or supplies for
resale are not limited. + }
SECTION 4. { + There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $16,937,742 for payment of the
expenses of the Seventy-second Legislative Assembly of the State
of Oregon. + }
SECTION 5. { + (1) There is appropriated to the Legislative
Assembly, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $11,188,356 for payment of the
expenses of the Seventy-third Legislative Assembly of the State
of Oregon.
(2) In addition to and not in lieu of any other appropriation,
including the appropriation made by section 4 of this 2003 Act,
any difference between the amount appropriated by section 5 (1),
chapter 879, Oregon Laws 2001, as subsequently modified by any
2002 special sessions actions, and the amount actually expended
within the appropriation on or before June 30, 2003, is
considered an appropriation for payment of expenses of the
Seventy-second Legislative Assembly. + }
SECTION 6. { + Notwithstanding any other law limiting
expenditures, the amount of $199,835 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Assembly of the
State of Oregon. + }
SECTION 7. { + For the biennium beginning July 1, 2003,
expenditures from the Lounge Revolving Account are not
limited. + }
SECTION 8. { + There is appropriated to the Legislative
Counsel Committee, for the biennium beginning July 1, 2003, out
of the General Fund, the amount of $7,155,520. + }
SECTION 9. { + Notwithstanding any other law limiting
expenditures, the amount of $1,203,248 is established for the
biennium beginning July 1, 2003, as the maximum limit to be paid
from the ORS Revolving Account for the payment of costs connected
with the editing of Oregon Revised Statutes. + }
SECTION 10. { + Notwithstanding any other law limiting
expenditures, the amount of $116,982 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Legislative Counsel Committee
from state agencies or other offices for bill drafting and any
other legal services authorized or required by law to be rendered
by the Legislative Counsel Committee, including duties under ORS
183.710 to 183.725, provided pursuant to policies established by
the Legislative Counsel Committee. + }
SECTION 11. { + For the biennium beginning July 1, 2003,
expenditures for legislative publications and printing and
distribution of Oregon Revised Statutes are not limited. + }
SECTION 12. { + There is appropriated to the Legislative
Fiscal Officer, for the biennium beginning July 1, 2003, out of
the General Fund, the amount of $4,330,526. + }
SECTION 13. { + There is appropriated to the Legislative
Revenue Officer, for the biennium beginning July 1, 2003, out of
the General Fund, the amount of $1,581,024. + }
SECTION 14. { + There is appropriated to the Commission on
Indian Services, for the biennium beginning July 1, 2003, out of
the General Fund, the amount of $359,257. + }
SECTION 15. { + Notwithstanding any other law limiting
expenditures, the amount of $5,989 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Commission on Indian
Services. + }
SECTION 16. { + This 2003 Act being necessary for the
immediate preservation of the public peace, health and safety, an
emergency is declared to exist, and this 2003 Act takes effect
July 1, 2003. + }
