brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys from General Fund to Secretary of State for
biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by Secretary of
State.
  Limits biennial expenditures of Secretary of State from federal
funds.
  Excludes from expenditure limitation expenditures for
miscellaneous receipts accounts.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Secretary of
  State; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Secretary of
State, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $13,140,199. + }
  SECTION 2.  { + Notwithstanding any other law limiting
expenditures, the amount of $32,748,450 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Secretary of State. + }
  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $1 is established for the biennium
beginning July 1, 2003, as the maximum limit for payment of
expenses from federal funds collected or received by the
Secretary of State. + }
  SECTION 4.  { + For the biennium beginning July 1, 2003,
expenditures for the elections miscellaneous receipts account and
the archives miscellaneous receipts account are not limited. + }
  SECTION 5.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
