                             AN ACT
 
 
Relating to the financial administration of the Water Resources
  Department; appropriating money; limiting expenditures; and
  declaring an emergency.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + There is appropriated to the Water Resources
Department, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $19,403,068 for water resources
programs. + }
  SECTION 2.  { + (1) In addition to and not in lieu of any other
appropriation, there is appropriated to the Water Development
Administration and Bond Sinking Fund, out of the General Fund,
the amount of $275,000.
  (2) The appropriation made by subsection (1) of this section is
available continuously until expended for the purposes specified
in ORS 541.830 (1)(c). + }
  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the following amounts are established for the
biennium beginning July 1, 2003, as the maximum limits for
payment of expenses from fees, moneys or other revenues,
including Miscellaneous Receipts, and including federal funds
received under cooperative agreements or contracts from the
Bureau of Reclamation, the United States Army Corps of Engineers,
the United States Geological Survey and the Pacific Northwest
Electric Power and Conservation Planning Council, but excluding
lottery funds, collected or received by the Water Resources
Department, for the following purposes: + }

  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the amount of $1,264,700 is established for the
biennium beginning July 1, 2003, as the maximum limit for payment
of expenses from federal funds collected or received by the Water
Resources Department. + }
  SECTION 5.  { + For the biennium beginning July 1, 2003,
expenditures for debt service and loans for water development
projects are not limited. + }
  SECTION 6.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
