  Whereas community activist Ruth Ascher died January 25, 2003,
at 66 years of age; and
  Whereas Ruth Ascher was born Ruth Lopez on December 25, 1936,
in Lodge Grass, Montana, grew up in Montana but settled in
Portland, Oregon in 1960, where she married Bernard E. Ascher in
1961 and began a life-long effort as a community activist; and
  Whereas Ruth Ascher served the Oregon Health Division for 22
years as an administrative specialist, helping to establish the
state's first multicultural health program, which provides
technical assistance and support to community-based organizations
that address the disparities in health care for the state's
racial and ethnic minorities; and
  Whereas Ruth Ascher advocated for minority and civil rights,
founding the Latino Network and the Hispanic Services Round
Table, serving as managing editor of El Hispanic News and serving
on the Oregon Council on Human and Civil Rights, the Oregon
Domestic Violence Council, the Hispanic Advisory Council to the
Portland Police Bureau and Basic Rights Oregon; and
  Whereas in 1997 President William Jefferson Clinton and the
Chicano Concilio honored Ruth Ascher for her commitment to
community activism; and
  Whereas Ruth Ascher was known for her generosity, dedication
and perseverance, and most especially for her devotion to her
children; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  That we, the members of the Seventy-second Legislative
Assembly, mourn the passing of community activist Ruth Ascher,
extend our condolences to her family and express our sincere
appreciation for the gift of her work and life; and be it further
  Resolved, That a copy of this resolution be presented to her
husband, Bernard E. Ascher, her sons, Daryl Ascher and Ken
Ascher, daughter, Lisa Moffatt, brothers, Mike Lopez, Dave Lopez,
John Lopez and Joe Samudio and sisters, Kathleen Smith and
Lucille Knight, as an expression of the esteem in which we hold
the memory of Ruth Ascher.
