To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-second Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas the use of educational media is common in Oregon's
public schools; and
  Whereas less than 20 percent of current educational videos are
captioned; and
  Whereas less than five percent of educational CD-ROMs and DVDs
are captioned; and
  Whereas practically none of the educational Internet sites
dependent upon sound have captions; and
  Whereas educational media made solely for classroom use are not
required to be captioned under regulations adopted by the Federal
Communications Commission; and
  Whereas the use of noncaptioned media in classrooms effectively
excludes deaf or hearing impaired students from media activities;
and
  Whereas captioned media are recognized by special education
professionals to be valuable for facilitating the language
acquisition and reading skills of all students and may be vital
for students who are learning disabled, communicate in English as
a second language or strongly rely on visual rather than auditory
input to learn; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  That we, the members of the Seventy-second Legislative
Assembly, in an effort to ensure that no Oregon student is left
behind, respectfully encourage the Congress of the United States
to require captioning for educational media; and be it further
  Resolved, That a copy of this memorial shall be sent to the
commissioners of the Federal Communications Commission and to
each member of the Oregon Congressional Delegation.
