To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-second Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas men and women of the State of Oregon continue to serve
in the Armed Forces of the United States; and
  Whereas many of the uniformed Oregonians have been injured or
have died in service to their country since 1976; and
  Whereas federal law prevents these loyal Americans from being
eligible to use the Oregon home loan program for veterans because
they entered the Armed Forces of the United States after December
31, 1976; and
  Whereas federal law does not recognize veterans who served in
Lebanon, Grenada, the Persian Gulf, Somalia, Haiti, Panama,
Bosnia and other military actions undertaken by the government of
the United States; and
  Whereas today hundreds of young Oregonians are serving in the
Middle East or awaiting assignment to Operation Enduring Freedom;
and
  Whereas all veterans' organizations in Oregon support
eligibility for these veterans in the Oregon home loan program
and, along with their national counterparts, have passed
resolutions calling for correction of this inequity; now,
therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  (1) The Congress of the United States is respectfully urged to
amend section 143(l)(4)(A) and (B) of the Internal Revenue Code
to allow veterans who entered the Armed Forces of the United
States after December 31, 1976, to become eligible for Oregon
home loans for veterans using the proceeds of qualified veteran
mortgage bonds.
  (2) A copy of this memorial shall be sent to the President of
the United States, the Speaker of the House of Representatives,
the Majority Leader of the Senate and each member of the Oregon
Congressional Delegation.
