                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Urges Congress to waive federal matching funds requirements for
programs that require certain level of state funding to receive
federal funds.
 
                         SENATE MEMORIAL
To the Senate and the House of Representatives of the United
  States of America, in Congress assembled:
  We, your memorialists, the Seventy-second Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas Oregon is facing a financial crisis that is threatening
vital programs; and
  Whereas federal funds are a major component of the state
budget; and
  Whereas a reduction in state funding reduces the amount of
federal funding the state receives; now, therefore,
Be It Resolved by the Senate of the State of Oregon:
  (1) The Congress of the United States is respectfully urged to
introduce and pass legislation to waive federal matching funds
requirements for all programs that require a certain level of
state funding to receive federal funds, to permit the state to
receive the same amount of federal funds received in the
2001-2003 biennium while decreasing the amount of state funds
required for each program for the 2003-2005 biennium.
  (2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
