To the President of the United States and the Senate and the
House of Representatives of the United States of America, in
Congress assembled:
We, your memorialists, the Senate of the State of Oregon, in
legislative session assembled, respectfully represent as follows:
Whereas the Bonneville Power Administration is responsible for
ensuring an adequate, efficient, economical and reliable
wholesale power supply to Oregon and the Pacific Northwest; and
Whereas the Bonneville Power Administration is responsible for
ensuring reliable transmission access to customers; and
Whereas the Bonneville Power Administration is responsible for
fulfilling obligations relating to the protection and enhancement
of fish and wildlife and for leadership in conservation and
renewable energy development; and
Whereas the Bonneville Power Administration is responsible for
preserving and balancing the economic and environmental benefits
of the federal Columbia River power system; and
Whereas the Bonneville Power Administration is the major
supplier of wholesale power to many of Oregon's small and rural
communities served by consumer-owned utilities and provides
financial benefits to residential and small farm customers of
investor-owned utilities; and
Whereas the Office of Management and Budget made
recommendations that suggest that all Bonneville Power
Administration wholesale power be sold into the market; and
Whereas the recommendations made by the Office of Management
and Budget appear to be inconsistent with the purposes of the
Bonneville Project Act and the Pacific Northwest Electric Power
and Conservation Act, which provide for cost-based rates; now,
therefore,
Be It Resolved by the Senate of the State of Oregon:
(1) The Senate of the Seventy-second Legislative Assembly of
the State of Oregon encourages keeping the benefits of the
federal Columbia River power system in the region by continuing
the use of cost-based rates and by not selling the electrical
output of the system to the highest bidders.
(2) A copy of this memorial shall be sent to the President of
the United States and to each member of the Oregon Congressional
Delegation.
