Chapter 581 Oregon Laws 2005
AN ACT
SB 5576
Relating to state financial administration; appropriating money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of
Oregon:
SECTION 1. There is appropriated to the Insurance Pool Governing Board, for the biennium beginning July 1, 2005, out of the General Fund, the amount of $22,085,139.
SECTION 2. Notwithstanding any other law limiting expenditures, the amount of $1,770,925 is established for the biennium beginning July 1, 2005, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Insurance Pool Governing Board.
SECTION 3. Notwithstanding any other law limiting expenditures, the amount of $55,670,432 is established for the biennium beginning July 1, 2005, as the maximum limit for payment of expenses from moneys collected or received by the Insurance Pool Governing Board from the Department of Human Services.

4. (1) In addition to and not in
lieu of any other appropriation, there is appropriated to the Emergency Board,
for the biennium beginning July 1, 2005, out of the General Fund, the amount of
$4,000,000, to be allocated to the Insurance Pool Governing Board or the
Department of Human Services to meet Oregon Health Plan maintenance of effort
requirements.
(2) If any of the moneys appropriated by subsection (1) of this section are not allocated by the Emergency Board prior to June 30, 2006, the moneys remaining on that date shall be allocated to the Insurance Pool Governing Board to meet Oregon Health Plan maintenance of effort requirements.
SECTION 5. This 2005 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2005 Act takes effect July 1, 2005.
