AN ACT

SB 5504

Relating to state financial administration; limiting expenditures; and declaring an emergency.

Be It Enacted by the People of the State of Oregon:

SECTION 1. Notwithstanding any other law limiting expenditures, the following amounts are established for a six-year period beginning July 1, 2005, as the maximum limits for the payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the state agencies listed, for the acquisition of land and the acquisition, planning, constructing, altering, repairing, furnishing and equipping of buildings and facilities:

(1) Department of Transportation

Sylvan station, phase 3...................... $ 2,200,000

(2) Oregon Military Department,

Mail Distribution Center................... $ 2,000,000

(3) Oregon Department of

Administrative Services:

(a) Roof replacements............................. $ 680,000

(b) Labor and Industries Building

electrical and HVAC, phase 3.......... $ 860,000

(c) North Mall Historic District,

phase 3................................................ $ 230,000

(d) Security improvements, phase 2....... $ 475,000

(e) General Services Building

conversion, phase 2 (reroof)............. $ 1,130,000

(f) Revenue Plaza improvements,

phase 4................................................ $ 947,000

(g) Planning funds................................... $ 250,000

(h) Multiple data center

conversions......................................... $ 2,500,000

(i) Justice Building renovation,

phase 2................................................ $ 3,200,000

(4) Department of Human Services:

(a) Mental Health Care Facility

siting, design and construction......... $ 1

(b) Mental Health Community

Residential Treatment Facilities....... $ 1

SECTION 2. Notwithstanding any other law limiting expenditures, the following amounts are established for a six-year period beginning July 1, 2005, as the maximum limits for the expenditure of federal funds collected or received by the Oregon Military Department, for the acquisition of land and the acquisition, planning, constructing, altering, repairing, furnishing and equipping of buildings and facilities:

(1) Camp Rilea fire suppression

infrastructure..................................... $ 1,500,000

(2) Camp Rilea training center

campus................................................ $ 1,500,000

(3) Mail Distribution Center................... $ 750,000

(4) Camp Withycombe infrastructure

upgrades............................................. $ 2,000,000

(5) Camp Rilea infrastructure

upgrades............................................. $ 2,000,000

SECTION 3. The project approvals and expenditure limitations in this 2005 Act expire on June 30, 2011, unless otherwise noted or unless changed by the Legislative Assembly.

SECTION 4. The expiration dates of the project approvals and expenditure limitations authorized by the Legislative Assembly for the following projects are extended to the following dates:

(1) Oregon Military Department:

(a) Ontario Readiness Center................. 30-Jun-08

(b) The Dalles Readiness Center............ 30-Jun-08

(c) Salem Armed Forces Reserve

Center................................................. 31-Dec-05

(2) Oregon Department of

Administrative Services,

12th Street Project............................. 30-Jun-07

SECTION 5. The Legislative Assembly approves the proposal of the Oregon Military Department, submitted in accordance with ORS 396.515 (4), for the sale of the Cottage Grove Armory.

SECTION 6. This 2005 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2005 Act takes effect on its passage.
