                             SUMMARY

  Allows state agency to authorize employee to carry firearm
while working on telecommunication devices in remote areas.
Directs agency to determine whether employee's safety is at risk.
Requires employee to complete training program.
 
                        A BILL FOR AN ACT
Relating to firearms.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) When a state agency has an employee who
works in remote areas on telecommunications devices, the agency
shall evaluate the employee's duties to determine whether the
employee's personal safety is at risk because of the work
assignment. The agency may allow the employee to possess a
firearm while working in a remote area if:
  (a) The agency determines that:
  (A) The employee is not prohibited by state or federal law from
possessing a firearm;
  (B) The possession of a firearm does not conflict with the
security interests of other legitimate governmental operations;
and
  (C) The employee's personal safety is at risk; and
  (b) The employee has satisfactorily completed a training
program approved by the agency that may include, but need not be
limited to, the use of firearms for the purpose of self-defense
and dealing with confrontations.
  (2) The employee is required to pay the costs of:
  (a) Attending the training program required by subsection
(1)(b) of this section; and
  (b) Obtaining the firearm.
  (3) When an employee is authorized to possess a firearm under
this section, the employee may:
  (a) Possess only the type of firearm approved by the agency;
and
  (b) Use the firearm only for the purpose of self-defense.
  (4) An agency's decisions and determinations under subsection
(1) of this section are subject to review as provided for a
contested case under ORS 183.413 to 183.497. + }
