                             AN ACT
 
 
Relating to Task Force on Telecommunications Law Revision.
 
Be It Enacted by the People of the State of Oregon:
 
  SECTION 1.  { + (1) There is created the Task Force on
Telecommunications Law Revision, consisting of 10 members
appointed as follows:
  (a) The Governor shall appoint six members.
  (b) The President of the Senate shall appoint two members from
among members of the Senate.
  (c) The Speaker of the House of Representatives shall appoint
two members from among members of the House of Representatives.
  (2) The task force shall review ORS chapter 759 and other laws
governing telecommunications for the purpose of:
  (a) Identifying and correcting inconsistent terminology;
  (b) Revising the statutory provisions to reflect changing
technology; and
  (c) Making Oregon laws on telecommunications consistent with
the requirements of federal law.
  (3) A majority of the members of the task force constitutes a
quorum for the transaction of business.
  (4) Official action by the task force requires the approval of
a majority of the members of the task force.
  (5) The task force shall elect one of its members to serve as
chairperson.
  (6) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
  (7) The task force shall meet at times and places specified by
the call of the chairperson or of a majority of the members of
the task force.
  (8) The task force may adopt rules necessary for the operation
of the task force.
  (9) The task force may presession file legislation in the
manner provided in ORS 171.130 for interim committees. All
legislation recommended by official action of the task force must
indicate that it is introduced at the request of the task force.
  (10) The task force shall report to the Legislative Assembly in
the manner provided in ORS 192.245 at any time within 30 days

after its final meeting or at such later time as the President
and Speaker may designate.
  (11) The Public Utility Commission shall provide staff
necessary to the performance of the task force's functions.
  (12) All agencies of state government, as defined in ORS
174.111, are directed to assist the task force in the performance
of its duties and, to the extent permitted by laws relating to
confidentiality, to furnish such information and advice as the
members of the task force consider necessary to perform their
duties.
  (13) Members of the task force who are legislators shall be
paid compensation and expense reimbursement as provided in ORS
171.072 from funds appropriated to the Legislative Assembly.
Members of the task force who are not legislators shall be paid
compensation and expenses as provided in ORS 292.495 from funds
appropriated to the Public Utility Commission for that purpose,
or from funds made available for that purpose by an increase in
the expenditure limitation of the Public Utility Commission. + }
  SECTION 2.  { + Section 1 of this 2005 Act is repealed on the
date of the convening of the next regular biennial legislative
session. + }
