Chapter 760 Oregon Laws 2007

 

AN ACT

 

SB 5508

 

Relating to financial administration of the Economic and Community Development Department; appropriating money; limiting expenditures; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. There is appropriated to the Economic and Community Development Department, for the biennium beginning July 1, 2007, out of the General Fund, the amount of $3,229,105 for the Oregon Arts Commission.

 

          SECTION 2. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2007, as the maximum limits for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Economic and Community Development Department, for the following purposes:

 

      (1)    Administration of department

              programs (operations)..................     $  10,190,550

      (2)    Oregon Community

              Development Fund.......................     $  24,692,722

      (3)    Arts and Cultural Trust...............     $    5,934,274

 

          SECTION 3. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2007, as the maximum limits for payment of expenses from lottery moneys allocated from the Administrative Services Economic Development Fund to the Economic and Community Development Department, for the following purposes:

 

      (1)    Administration of department

              programs (operations)..................     $  18,149,541

      (2)    Oregon Main Street

              staff................................................     $       135,431

      (3)    Oregon Community

              Development Fund.......................     $  44,880,895

      (4)    Strategic Reserve

              for Workforce...............................     $    1,500,000

      (5)    Targeted Service Providers.........     $    1,350,000

      (6)    Oregon Main Street......................     $       500,000

      (7)    Targeted Workforce Training....     $       250,000

      (8)    Olympic Trials..............................     $       500,000

      (9)    Oregon Film and Video Office....     $    1,281,695

      (10)  Debt service (pass-through).........     $  57,998,536

 

      SECTION 4. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2007, as the maximum limits for payment of expenses from federal funds collected or received by the Economic and Community Development Department, for the following purposes:

 

      (1)    Administration of department

              programs (operations)..................     $    1,685,117

      (2)    Oregon Community

              Development Fund.......................     $  32,910,538

      (3)    Arts................................................     $    1,744,598

 

          SECTION 5. For the biennium beginning July 1, 2007, expenditures by the Economic and Community Development Department for loans from the following funds are not limited:

 

      (1)    Marine Navigation

              Improvement Fund......................     ORS 777.267

      (2)    Oregon Business Development

              Fund..............................................     ORS 285B.092

      (3)    Oregon Entrepreneurial

              Development Loan Fund.............     ORS 285B.758

          SECTION 6. This 2007 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2007 Act takes effect July 1, 2007.
