AMENDMENTS TO
HOUSE BILL 2060

Speaker Merkley:
A minority of your Committee on Elections, Ethics and Rules, to
whom was referred House Bill 2060, having had the same under
consideration, respectfully reports it back with the
recommendation that it do pass with the following amendments:
On page 1 of the printed bill, line 17, after the first '
members' insert ', one a member of the Republican party and one a
member of the Democratic party,'.
In line 19, after 'members' insert ', one a member of the
Republican party and one a member of the Democratic party,'.
In line 23, after the period insert 'At least two of these
members must be members of the Republican party, at least two
must be members of the Democratic party and at least two must not
be members of either the Republican or Democratic party.'.
Delete lines 29 through 31.
On page 2, delete line 1 and insert:
' (b) Encouraging legislative campaign activity that emphasizes
discussion of policy issues and activities designed to engage
voters in the legislative process;'.
In line 2, delete '(d)' and insert '(c)'.
In line 3, delete the second 'and'.
In line 4, delete '(e)' and insert '(d)' and delete the period
and insert a semicolon.
After line 4, insert:
' (e) Reducing accounting expenses incurred by candidates for
public office by simplifying campaign finance laws and filing
procedures;
' (f) Improving the accessibility and utility of campaign
finance information that is made available to the public; and
' (g) Evaluating and improving the effectiveness of the office
of the Secretary of State's ability to assist candidates and
committees with compliance with campaign finance laws.'.
