  On page 1 of the printed bill, line 2, delete '315.271,'.
  In line 3, delete the second 'and' and before the period insert
'; and declaring an emergency'.
  Delete lines 5 through 22 and insert:
  '  { +  NOTE: + } Section 1 was deleted by amendment.
Subsequent sections were not renumbered.'.
  On page 2, line 8, delete 'January 1, 1999' and insert '
December 31, 2006'.
  In line 9, delete 'Indian tribe or band' and insert ' Oregon
Indian tribe'.
  On page 3, after line 30, insert:
  ' (g) The purchase of equipment, technology or specialized
training required to become competitive in obtaining or
maintaining employment or to start or maintain a business, as
specified in the account holder's personal development plan for
increasing the independence of the person.'.
  On page 4, delete lines 24 through 26 and insert:
  ' (2) Account holders may not accrue more than $3,000 of
matching funds under subsection (1) of this section from
state-directed moneys in any 12-month period. A fiduciary
organization may designate a lower amount as a limit on annual
matching funds. A fiduciary organization shall maintain on
deposit sufficient funds to cover the matching deposit agreements
for all individual development accounts managed by the
organization.'.
  On page 5, delete lines 3 through 6 and insert:
  '  { +  SECTION 8. + }  { + The amendments to ORS 458.680 (3)
by section 3 of this 2007 Act apply to holders of accounts
established on or after the effective date of this 2007 Act. + }
  '  { +  SECTION 9. + }  { + This 2007 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2007 Act
takes effect on its passage. + } ' .
