  Delete lines 5 through 10 of the printed bill and insert:

an agency may delegate authority to enter a final order in a
proceeding or class of proceedings to an officer or employee of
the agency, or to a class of officers or employees of the agency.
A delegation of authority under this section must be made in
writing before the issuance of any order pursuant to the
delegation and must be retained in the agency's records. + } ' .
