  Deletes provisions permitting Director of Veterans' Affairs to
contract for attorney services for war veterans.
  Expands rulemaking authority of Department of Veterans'
Affairs.
  Expands role of Advisory Committee to Department of Veterans'
Affairs.
 
                        A BILL FOR AN ACT
Relating to administration of veterans' affairs; amending ORS
  406.030; and repealing ORS 406.410, 406.420 and 406.430.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + ORS 406.410, 406.420 and 406.430 are
repealed. + }
  SECTION 2. ORS 406.030 is amended to read:
  406.030. (1) The Director of Veterans' Affairs, in the
performance of the duties of the director, shall organize and
coordinate the administration of all present and future federal
and state laws pertaining to   { - war - }  veterans and their
dependents in this state.
  (2) The Department of Veterans' Affairs, with the advice of the
Advisory Committee   { - provided for in - }   { + created
under + } ORS 406.210, shall   { - promulgate - }   { + adopt + }
such rules   { - and adopt such forms as - }   { + that + } the
department considers necessary and expedient to carry out the
