    { - Requires State Apprenticeship and Training Council to
adopt rules establishing minimum numeric ratio of journeymen to
apprentices for each apprenticeable occupation. - }
   { +  Establishes program in Bureau of Labor and Industries to
provide grants to Oregon Building Congress for purpose of
supporting partnerships between public high schools and
apprenticeship programs.
  Establishes Opportunity Expeditions Fund and continuously
appropriates moneys in fund to Bureau of Labor and Industries for
distribution as grants.
  Appropriates moneys from General Fund to Bureau of Labor and
Industries for biennial expenses related to grants program.

                        A BILL FOR AN ACT
Relating to apprenticeship; appropriating money; and declaring an
  emergency.
  Whereas all youth, college bound or not, need exposure to the
full range of opportunities and possibilities for future careers;
and
  Whereas the workplace in the United States is changing in
response to heightened international competition and new
technologies, and these forces are shrinking the demand for and
undermining the earning capacity of unskilled labor; and
  Whereas Oregon lacks a comprehensive and coherent system to
help the youth of this state acquire the knowledge, skills,
abilities and information about access to the labor market
necessary to make an effective transition from school to
career-oriented work or to further education and training; and
  Whereas while many Oregon students can meet high academic and
occupational standards, other students learn more effectively and
retain knowledge more efficiently when they learn in context,
rather than in the abstract; and
  Whereas many Oregon students have part-time jobs but there is
little linkage between those jobs and the career planning or
exploration or the school-based learning of these students; and
 
  Whereas the work-based learning approach, based on the
time-honored apprenticeship concept, integrates theoretical
instruction with structured on-the-job training and can be very
effective in engaging student interest, enhancing skill
acquisition, developing positive work attitudes and preparing
youth for high-skill, high-wage careers; and
  Whereas partnerships between schools and local businesses that
take the form of career awareness programs, internships,
mentorships and job shadowing must be encouraged in all fields;
and
  Whereas course offerings and extracurricular activities are
generally more limited in scope at small rural schools, so the
development of partnerships expands opportunities and maximizes
the use of limited resources; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1)(a) There is established in the Bureau of
Labor and Industries a program to provide grants to the Oregon
Building Congress to support partnerships between public high
schools and apprenticeship programs.
  (b) The bureau shall adopt rules, after consultation with the
State Workforce Investment Board and the Department of Education,
establishing guidelines and performance measures for grants to be
made by the Oregon Building Congress under subsection (2) of this
section. The guidelines shall give preference to applications
from public high schools that provide:
  (A) A trip of one week or more during which the student
participants visit four or more apprenticeship training centers
and are exposed to four or more trades;
  (B) In-class instruction that prepares the student participants
for the visits and reviews the experience after the trip is
concluded; and
  (C) For student participants who successfully complete the
program, at least one-half credit toward the fulfillment of
requirements for a high school diploma.
  (c) The bureau shall provide staff to administer the program.
  (2) The Oregon Building Congress shall receive and review
applications submitted by public high schools and award grants to
public high schools in accordance with the guidelines established
under this section.
  (3) Public high schools that are awarded grants may use the
funds for the payment of expenses for travel, lodging and food
for student participants, teachers and assistants.
  (4) The Oregon Building Congress shall report annually to the
bureau on the use of funds by grant recipients and on the degree
to which each public high school receiving a grant meets the
performance measures established by the bureau for the
program. + }
  SECTION 2.  { + (1) The Opportunity Expeditions Fund is
established in the State Treasury, separate and distinct from the
General Fund. Interest earned by the Opportunity Expeditions Fund
shall be credited to the fund.
  (2) All moneys in the Opportunity Expeditions Fund are
continuously appropriated to the Bureau of Labor and Industries
for distribution as grants for the purposes of section 1 of this
2007 Act.
  (3) Notwithstanding ORS 293.190, any moneys in Opportunity
Expeditions Fund that are not distributed in any biennium shall
be retained in the fund and may be distributed in the next
biennium. + }
  SECTION 3.  { + There is appropriated to the Bureau of Labor
and Industries for the biennium beginning July 1, 2007, out of
the General Fund, the amount of $70,000 for the purpose of
carrying out the provisions of section 1 of this 2007 Act. + }
  SECTION 4.  { + Sections 1 and 2 of this 2007 Act are repealed
on June 30, 2010. + }
 
  SECTION 5.  { + This 2007 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2007 Act takes effect July 1,
2007. + }
