SUMMARY

brief statement of the essential features of the measure as
introduced.
Authorizes school district in Hood River County to establish
school on tract of land within three miles of urban growth
boundary without adopting exception to statewide land use
planning goal.
Authorizes city or district within county to extend specified
urban services to school, notwithstanding statewide land use
planning goal relating to public facilities and services.
A BILL FOR AN ACT
Relating to Hood River County public schools.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) As used in this section, 'school district '
means a common school district or a union high school district as
those terms are defined in ORS 330.005.
(2) Without adopting an exception pursuant to ORS 197.732, a
school district in Hood River County may site a school providing
education for prekindergarten through grade 12 on a tract, as
defined in ORS 215.010, of high-value farmland within three miles
of an urban growth boundary in the county.
(3) Notwithstanding a statewide land use planning goal relating
to urban and rural public facilities and services, with the
approval of the governing body of the city or the district, a
city or a district that provides urban services, as defined in
ORS 195.065, within an urban growth area may extend sanitary
sewer and water services beyond the urban growth boundary to
serve a school authorized in subsection (2) of this section. + }
