  Delete lines 10 through 17 of the printed bill and insert:
  '  { +  SECTION 2. + } (1) The Oregon State Lottery Commission
shall conduct a study to determine the feasibility of
implementing an alternative to the current method for awarding
contracts to video lottery game retailers, as defined in ORS
461.217, for video lottery game terminals operated under the
authority of the commission. In examining the feasibility of
implementing alternative processes for awarding contracts, the
commission shall consider:
  ' (a) Awarding the contracts by competitive bidding; and
  ' (b) Replacing the current method of determining the
percentage of net receipts paid to video game retailers with an
alternative process that maintains the current structure and
operational methods employed by the commission for video lottery
games.'.
